ISSUES
The following call for the coverage of teaching collaborations within the Department of ECONOMICS, SCIENCES AND LAW through private law contracts the 2017/2018 academic year:
Art. 1- Holiday notice
Pursuant to articles 20 and 21 of Law 25 April 2014, n. 67, given the Statute of the University of San Marino, pursuant to Rector's Decree n. 15/2017 of 11 July 2017 and the authorization of the University Council of 6 July last (minutes n. 7), a public selection based on qualifications is announced for the coverage, through private law contracts with a paid title, of the following collaborations to teaching, as resolved by the Department Council in the session of 30 January 2018:

Art. 2 – Requirements for admission to the comparative evaluation
Subjects in possession of adequate scientific and professional requisites can participate in the selection.
The following cannot participate in the comparative evaluation:
- those who are excluded from the enjoyment of civil and political rights;
- those who have been dismissed or released from employment in a Public Administration due to persistent insufficient performance;
- those who have been declared terminated from other state employment;
- those who, at the University of San Marino or at other universities, have been suspended from service on a precautionary basis, even if on a discretionary basis, for crimes for which a definitive sentence has not yet been pronounced;
- those who, at the University of San Marino or at other universities, have been subjected to disciplinary proceedings for facts that have given rise to sanctions exceeding censorship;
- those who have pending disputes with the University of San Marino or other universities;
- those who have a degree of kinship or affinity, up to and including the fourth degree, or a marital relationship with a member belonging to the structure that requires the activation of the contract or with the Rector, the Director General or a member of the University Council.
The position of 'teacher' is incompatible with the position of 'teaching assistant' within the University of San Marino within the same degree course. Within the same course, the position of 'teacher' is incompatible with that of 'teaching assistant'.
For the position of 'teaching assistant', candidates who hold the structured role of professor or university researcher at the University of San Marino or at another university will be excluded.
Non-tenured professors of Italian universities can participate in the selection, in this case, at the sole discretion of the Commission and having verified the availability of the professor, the contract could be assigned free of charge.
At the discretion of the Commission, a candidate may be the winner of a single call for the coverage of courses announced by the University of San Marino for the academic year 2017/2018.
At the sole discretion of the Commission, required for teaching collaborations in which the technical component is fundamental, it will be possible to integrate the comparative evaluation by qualifications with a practical test, to supplement what is reported in the documentation attached by each candidate to the application for admission. Once the evaluation phase has been completed, the Commission will summon the candidates who are found to be suitable by email containing the date and place of the practical test.
In any case, the contract does not give rise to rights regarding access to University roles.
The Department reserves the right to cancel the contract if there are not enough students enrolled in the course.
Art. 3 – Procedure for submitting applications
Applications for participation in the selection (attachment 1), drawn up on unstamped paper, must be sent to the Director of the Department of Economics, Science and Law, within 15 days from the date of issue of the selection notice.
If the expiry date indicated falls on a holiday, the expiry is set on the first working day.
The application can be delivered directly to the Department of Economics, Science and Law - Salita alla Rocca, 44 - San Marino City - Rep. San Marino, or it may be sent by registered mail with acknowledgment of receipt or by courier. The date of receipt of the same at the Department of Economics, Science and Law will be considered. The application cannot be sent by mail.
In the application, candidates must clearly indicate their surname and name, date and place of birth and personal identification code (ISS code or fiscal code).
On the envelope, candidates must obligatorily indicate 'Name and Surname – Notice of competition for degree course —- Teaching/collaboration —-'
All candidates must also declare, under their own responsibility, the non-existence of the causes of incompatibility provided for in article 2.
The following documents must be attached to the applications:
- curriculum of scientific, didactic and professional activity;
- copy of the identity document;
- detailed list of documents and qualifications deemed useful for selection purposes;
- list of titles and publications (copy of the publications may be requested later) dated and signed in original;
- copy of any certification relating to the qualification of the scientific and professional qualifications held and/or the research activity carried out.
Applicants must indicate in their curriculum, for all courses taught: the university, the name of the degree course, indication whether the course is a three-year, master's or single-cycle course, the name of the course, the year of the course if specified in the study plan, the disciplinary sector, referring to the tables of the Italian MIUR, the academic years of teaching, the number of hours provided and the number of credits relating to one's teaching commitment. Applicants must also indicate which courses are not included in the official teaching plan of the degree course, but are configured as supplementary teaching activities.
Applications that are not signed, those without personal data and those will not be taken into consideration received over peremptory term.
The university administration does not assume any responsibility for the case of unavailability of the recipient and for the loss of communications due to incorrect indication of the address by the candidate or failure or late communication of the change of address indicated in the application.
Furthermore, the University Administration assumes no responsibility for any failure or late delivery of communications relating to the competition for reasons not attributable to the Administration itself but to postal or telegraphic errors, to third parties, unforeseeable circumstances, force majeure.
The candidate who participates in several public selections envisaged by this notice must attach many copies to the application of the documentation, how many public selections you participate in. Reference is not permitted to documents or publications submitted to this or other administrations, or to documents attached to another application for participation in another competition.
Art. 4 – Criteria for assigning teaching assignments
The selection and comparison phase between candidates takes place on the basis of the relevance of the candidate's profile to the specific teaching contents (deducible from the study plan published on the website of the specific Degree Course), taking into account scientific publications and their pertinence to the teaching contents and to the scientific-disciplinary sector inherent to the didactic activity to be carried out. Furthermore, the qualifications to be evaluated for the purposes of selection are the teaching activity already completed in the academic field, within similar teaching courses, the carrying out of research activities in Italy / abroad and the qualifications held (degree, master specific, research grants).
For the purpose of the comparative evaluation of the applications received for the assignment of teaching contracts presented for the 2017/2018 academic year, the following parameters are indicated, in order of priority:
Degree course Bachelor's and Master's in Design
- the relevance of the candidate's professionalism to the specific contents of the teaching which can be inferred from the scientific or professional curriculum (max score 40/100);
- the didactic activity already matured in the academic field within similar teaching courses (max score 30/100).
- the publications and their relevance to the teaching contents (max score 20/100);
- the qualifications held (degree, research doctorate, specific masters, research grants) (max score 10/100);
The characteristics of each course on the tender are indicated in the declarations published on the website: www.unirsm.sm/declaratorie.
The requisites required by this announcement must be possessed by the interested parties on the expiry date of the same.
The Administration reserves the right to carry out appropriate checks on the truthfulness of the content of the information provided.
Each candidate will be able to compete for several courses or teaching collaborations, but the Commission can assign only one assignment for each Degree Course, except in cases involving teaching collaborations for related disciplines. In any case, the assigned collaborations CANNOT be more than two, for the same degree course.
Article 5 - Commissions
The comparative assessments will be carried out by Commissions specifically appointed with the Deed of the Director of the Department. The Commission's judgment is final.
Art. 6 — Ranking and approval of deeds
At the end of the comparative evaluation, the Department Council will draw up a specific report on the basis of the evaluation criteria indicated in art. 4, the overall score attributed to each candidate and the merit ranking. The evaluations are unquestionable on the merits.
With a resolution of the Department Council, the acts relating to the selection procedure will be approved, as well as the merit ranking and the assignment of the teaching contract to the first in the ranking. The result of the ranking will be advertised on the website of the Department of Economics, Science and Law with direct communication to the first in the ranking, who must declare acceptance within 5 days.
The ranking is valid for three years starting from the academic year for which the selection procedure was carried out, for the three-year degree course.
The ranking is valid for two years starting from the academic year for which the selection procedure was carried out, for the master's degree course.
In the event of renunciation or termination of the relationship during the academic year, the assignment can be conferred on another subject identified according to the ranking order, whose validity ends at the end of the three or two-year period of reference of this announcement.
The validity of the assignment refers exclusively to the training offer approved for the 2017/2018 Academic Year.
The winner of the selection will stipulate with the University of San Marino a annual private law contract.
Art. 7 – Economic treatment
The contracts will be remunerated, within the limits of budget availability, according to what is resolved by the Academic Bodies, with a gross remuneration equal to the quota indicated in the table referred to in art. 1.
The aforesaid amount includes the fee relating to preparation activities, student support, verification of learning connected to the teaching provided.
After the necessary expenditure checks by the competent offices of the University, the payment of the remuneration relating to the contract is carried out; the teacher is required to send the register of lessons duly countersigned by the Director of the Department to the Administration of the Department.
Art. 8 – Rights and duties of office holders
The holders of the position are required to personally carry out the teaching activities, in compliance with the timetables, methods and programs established in agreement with the Director of the Degree Course, they are also required, except for serious impediments, to participate in the meetings of the collegial bodies .
Contract holders carry out the training activities foreseen by the course and are required to receive and assist students throughout the year. For all the sessions of the academic year of reference, they participate in the commission for the exam sessions envisaged for verifying the progress of the students, in relation to the teaching they hold as presidents. They may also be appointed as members of the
The holder of the teaching position also has the right to participate in the meetings of the Study Program Council of the teaching structure where he holds the position and in the meetings of the Department Council. In any case, participation in the discussions and resolutions regarding the proposals/opinions for the assignment and assignment of tasks to contract professors is excluded. commissions for the achievement of the degree. Further and specific time commitments may be required of them for orientation, assistance and tutoring activities, also by telematic means.
The holder of the assignment is required to fill in the register of lessons by entering the data relating to each lesson. The register will be approved by the Director of the Department at the end of the assignment and will then be used to record the number of hours worked. The register is filed with the Department of Economics, Science and Law.
For subjects holding a contract, the title of "professor", possibly used by virtue of the conferment of the teaching assignment, must necessarily be accompanied by the wording, without abbreviation, "a contract in ...................... … (course name) at the teaching facility (indicate which one) …………………………. for the a.y. ………… “.
The holder of the office is required to comply with the provisions of the Statute and the University Code of Ethics.
Art. 9 – Incompatibility
Contract professors undertake not to carry out, for the duration of the contract, activities that involve a conflict of interest with the specific teaching activity carried out and which in any case could cause damage to the University.
Contract professors undertake not to use the documents produced during teaching for personal, professional or other purposes.
Without prejudice to the full performance of their duties, the contract professor may carry out other activities as long as they do not involve a conflict of interest with the specific teaching activity carried out in the university environment and, in any case, do not cause damage to the University.
The winners of the selection, if employees of public administrations have the obligation to produce the authorization of the Organization to which they belong for the purposes of contract stipulation, in application of the provisions of current legislation on the subject. The winners also have the obligation to produce the certificate of enjoyment of civil and political rights and the absence of criminal convictions and pending charges.
Art. 10 – Insurance treatment social security
The University provides insurance coverage for accidents and civil liability towards third parties for events occurring and committed by contract professors in the performance of teaching activities, limited to the activity carried out at the headquarters of the University of San Marino.
No social security treatment is envisaged for the contracts referred to in this announcement.
Article 11 - Advertising
This selection notice is posted on the Department notice board and published on the University of San Marino website at the address: www.unirsm.sm
Art. 12 – Treatment of personal data
The personal data provided by the candidates will be collected at the Department of Economics, Science and Law of the University of San Marino and processed for the purposes of managing the comparative assessment procedure and any recruitment procedure.
The same information may only be communicated to the public administrations directly interested in the legal-economic position of the successful candidate.
Article 13 - Complaints
With the procedures established by current legislation, candidates who are interested in it may file a judicial appeal against the aforementioned ranking within 15 days of the publication of the ranking itself on the University website, or, alternatively, within 30 days, an extraordinary appeal
Art. 14 - Waiver
In case of renunciation by the interested party, the same must send a formal communication addressed to the Director of the Department, by ordinary mail before the beginning of the teaching activity.
Art. 15 – Competent organizational unit responsible for the procedure
For all purposes of this selection procedure, the Director of the Department of Economics, Science and Law located in San Marino, Salita alla Rocca, 44 – San Marino City – Republic of San Marino is identified as the competent organizational unit.
Art. 16 – Final provisions
For anything not expressly provided for in this announcement, reference is made to Law 25 April 2014, n. 67, to the related Statute, to the resolutions of the Public Employment Consultative Commission and to the laws of the San Marino legal system.
