- the issues relating to the management and planning of road pavement maintenance are considered of primary importance in the field of research and application in road engineering and are particularly consistent with the development directions at a European level;
- the Degree Course in Civil Engineering (disciplinary scientific sector SSD ICAR/04 Roads, Railways and Airports) carries out research and development activities on the topic of "management and planning of road maintenance interventions";
- the development of collaborations with various public bodies that manage road networks in the area has seen a constant growth of activities aimed at research, optimization processes, application, dissemination and training in the field of road engineering;
- the results collected led to the establishment at the University of the Republic of San Marino of the ERMES Research and Teaching Center for the Management and Planning of road infrastructures;
- the research activity has allowed the production of numerous technical documents, technical articles, scientific articles, participation in international conferences, international working groups and European research projects.

Description of the research project
The main objective of a managing public body is the maintenance and development of a comfortable and safe road network. In this context, it is essential to create and keep the database updated with historical and monitoring information in order to be able to plan sustainable and targeted maintenance interventions. In this context, the use of GIS tools for the "Pavement Management System" offers considerable advantages linked not only to the digitization and traceability of information but also to the facilitation of interpretation of the results and various possible evolutionary scenarios.
Research objectives
The research has the following objectives:
- create a rational procedure for uploading sensitive information to a GIS database;
- make communicating data from different survey methods;
- integrate numerical data analysis with video recordings.
Work program and specific project
The research fellow will alternate study and research activities with those of monitoring and retrieving data in the field.
The main phases can be traced back to:
- study and identification of the method of managing information of various kinds on the GIS environment;
- retrieval of information of various kinds from a road network;
- implementation of the data in the method identified for numerical analysis and video recordings.
The research fellow will also have to encourage the creation and sharing of knowledge in a network of managing public bodies, universities and companies (national and international) operating in the road sector, as well as actively participate in any dissemination or training activity proposed by the research group, giving content and organization support.
Methods of carrying out the research
The work will be carried out within a research group under the direct scientific supervision of the fellow responsible, Prof. Ing. Andrea Grilli, with activities to be carried out at the University of the Republic of San Marino.
The fellowship holder will follow the planning of the activities established by the scientific director, Ing. Andrea Grilli, in agreement with the director of the Degree Course in Civil Engineering.
Consistent with their activities, the research fellow will have to propose and support the development of degree theses within the civil engineering degree courses.
The documentation will be kept strictly confidential to the research group until those in charge decide to make it public.
Expected outcomes
Active participation in all phases of the research.
Fellow profile
The fellowship holder must have gained previous experience in research and projects on the subject of the Pavement Management System (PMS) for local management bodies, road design and sustainable mobility, possess knowledge on the adaptation of road traffic, materials and maintenance techniques road (traditional, eco-sustainable and innovative) and have basic notions for the use of GIS-based software.
Mandatory titles
Master's degree in classes LM-23 (Civil Engineering) or LM-35 (Environmental and Land Engineering)
Preferential titles
- Master's degree in Civil Engineering;
- Curricular experience mainly aimed at project topics related to this Call.
Duration and amount
The contract has a duration of 12 months, for a total amount of € 20.000,00, renewable for one year.
The commitment, which cannot be less than 1500 hours/year, will be agreed with the Research Managers and to be signed in the appropriate register.
Admission requirements
The contract is intended for individuals who meet the following requirements:
- citizenship or residence of San Marino or other European or non-European citizenship;
- not older than 35 years;
- enjoyment of civil and political rights;
- absence of criminal convictions and pending charges;
- Master's degree in classes LM-23 or LM-35;
- knowledge of the English language;
- not be permanently busy.
In any case, the contract does not give rise to rights regarding access to University roles.
Method of submitting applications
Applications for participation in the selection (Annex 1), drawn up on unstamped paper, must be addressed to the Director of the Department of Economics, Science and Law, by 12.00 on the day Monday 14 November 2022.
The application can be delivered directly to the Department of Economics, Science and Law, at the WTC (Third Floor, Tower B) - via Consiglio dei Sessanta, 99 - Customs - Rep. San Marino, or it can be sent by registered mail with acknowledgment of receipt or to by courier. The date on which she was officially hired at the Department of Economics, Science and Law will be considered.
In the application, candidates must indicate:
- surname and name, date and place of birth, personal identification code (ISS code or tax code)
- residence and possible domicile for the delivery of communications relating to the tender as well as telephone number and e-mail address.
On the envelope candidates must indicate Name and Surname – Call for applications for the assignment of n. 1 Research Grant “MANAGEMENT AND PLANNING OF PAVING MAINTENANCE ROAD".
The application must be accompanied by the following documents:
- copy of the identity document;
- general criminal certificate;
- certificate of pending charges;
- certificate of enjoyment of civil and political rights;
- certificate attesting the achievement of the qualification required as a requirement;
- curriculum of scientific, didactic and professional activity;
- any additional qualifications, publications and certificates and documents that may constitute an element of evaluation for the activities that the candidate will carry out.
The certificates referred to in letters b), c) and d) can be replaced with a specific declaration signed by the interested party, pursuant to art. 12 of the law of 5 October 2011 n. 159.
The requisites required by this announcement must be possessed by the interested parties on the expiry date of the same. Applications that are not signed, those without personal data and those sent after the peremptory deadline will not be taken into consideration.
The university administration does not assume any responsibility for the case of unavailability of the recipient and for the loss of communications due to incorrect indication of the address by the candidate or failure or late communication of the change of address indicated in the application.
Furthermore, the University Administration assumes no responsibility for any failure or late delivery of communications relating to the competition for reasons not attributable to the Administration itself but to postal or telegraphic errors, to third parties, unforeseeable circumstances, force majeure.
The Administration reserves the right to carry out appropriate checks on the truthfulness of the content of the information provided.
Trials and Evaluation
The Commission, appointed by Rector's Decree, after verifying the admission requirements and qualifications of the candidate, will ascertain the specific skills required in an interview. In case of equal evaluation, holders of San Marino citizenship or residence will be given preference. Positioning in the ranking will be based on the overall score achieved by each candidate in the evaluation of scientific qualifications, curriculum and individual interview.
The scores will be distributed as follows:
- a maximum score of 30 points will be assigned to the set of scientific qualifications, a maximum score of 30 points will be assigned to the curriculum and a maximum score of 40 points will be assigned to the interview, for a total of 100 points.
The selection test is scheduled for Monday 21 November 2022 at 11.00 at the headquarters of the Department of Economics, Science and Law, at WTC (Third Floor, Tower B) - via Consiglio dei Sessanta, 99 - Dogana - Republic of San Marine. Candidates must confirm their participation in the selection test by email to: pcenci@unirsm.sm.
The Commission, on the basis of the documentation delivered and the evaluation of the interview, will draw up the ranking which will be displayed at the Department of Economics, Science and Law and published on the website of the University of San Marino www.unirsm.sm. The Commission's judgment is final.
Acceptance
The Candidate who results first in the ranking must communicate acceptance of the assignment no later than 5 working days from the publication of the ranking by registered letter, sent to the Director of the Department of Economics, Sciences and Law, via Consiglio dei Sessanta, 99 – Dogana – Republic of San Marino or by e-mail at the address: pcenci@unirsm.sm.
The start of activities is expected from 01 December 2022.
Social security treatment
The University provides insurance coverage for accidents and civil liability towards third parties for events that occurred and occurred in the performance of the activity. No social security treatment is envisaged for the contracts referred to in this announcement.
Waiver and Forfeiture
In case of renunciation by the interested party, the same must send a formal communication addressed to the Director of the Department, by ordinary mail or by email to the address desd@unirsm.sm. Failure to comply with the indications of the relevant offices or bodies of the university or behavior incompatible with the normal performance of the activity in question will cause forfeiture of the assignment.
Privacy policy
Each of the Parties will be required to comply with their obligations deriving from EU Regulation 679/2016 and from Law 21 of 2018 December 171 (jointly "current regulations on the protection of personal data"), to the extent that the same are applicable to the supply of the didactic activity related to this deed.
The information on the processing of personal data carried out by the University of the Republic of San Marino, in its capacity as Data Controller, is freely available and can be downloaded from the appropriate "Privacy" section of the institutional website.
The University of the Republic of San Marino carries out processing for the purposes indicated in this deed as well as for purposes related to the fulfillment of administrative procedures and transparent administration.
The data collected will be recorded, processed and stored for the time strictly necessary to achieve the purposes for which they were collected.
The provision of data for the above purposes is essential for carrying out the institutional purpose. The refusal to grant them will not allow the University of the Republic of San Marino to provide any services.
Competent organizational unit responsible for the procedure
For all purposes of this selection procedure, the Coordinator of the Department of Economics, Science and Law at the WTC (Third Floor, Tower B) - via Consiglio dei Sessanta, 99 - Customs - Rep. San Marino is identified as the competent Organizational Unit.
