Roberto Mugavero

Biographical profile

Prof. Roberto Mugavero is the President of the European Centre for Disaster Medicine (CEMEC), a specialized center under the EUR-OPA Agreement of the Council of Europe. Graduated in Environmental Engineering, he is also Director and Professor at the CUFS – Center for Security Studies of the University of the Republic of San Marino. He holds positions at several institutions, including the University of Rome “Tor Vergata,” the University of Rome “Sapienza,” the University of Padua, the NATO School in Oberammergau (Germany) and the NATO JCBRN CoE in Vyskov (Czech Republic).

Prof. Mugavero directs several masters and advanced programs, with a focus on international security studies, environmental risk management and CBRNe. A recognized expert in security and defense, he is the President of the Observatory on CBRNe Security and Defense (OSDIFE) in Italy. His expertise extends globally through conferences, publications and leadership activities at numerous international events.

In addition to his academic duties, Prof. Mugavero has 40 years of service as an Officer in the National Fire Brigade, under the Ministry of the Interior, where he continues to serve as a volunteer. He is actively involved in security and defense research programs at European and international level, demonstrating his commitment also through direct participation in emergency activities and exercises.

Research interests

Prof. Roberto Mugavero focuses his research activity on a wide range of topics related to international security, risk management and emergency response. His main areas of interest include:
-CBRN Risk Management and Mitigation: Study of technologies and strategies for the detection, prevention and mitigation of risks related to chemical, biological, radiological and nuclear agents, with a focus on emerging threats.
-Environmental safety and national protection: Analysis of policies and technologies for environmental protection and management of territorial risks, including natural disasters and technological accidents.
-Strategies to counter WMD proliferation: Research on methods of prevention and control of the proliferation of weapons of mass destruction (WMD), with particular attention to the role of international institutions and control mechanisms.
-Emergency forecasting and response: Development of operational models for preparedness and response to complex crises, including CBRNe emergencies and natural disasters, in collaboration with international institutions and government agencies.
-International Security Policies: Exploration of global security strategies, including defense policies and counterterrorism measures, with a focus on international collaborations for collective security.
-Security and Defense Technologies: Study of technological innovations applied to security, with a particular interest in electronic systems and intelligence technologies for defense and protection of critical infrastructures.
