A former pilot, professor of English literature, and then minister in the Bosnian government, he headed the Department for Refugees and Displaced Persons in the Brcko District, an autonomous local self-government unit created after the war through a unique international arbitration process, described by the London Guardian as a "free city of Europe" and a "beacon" for integration and unity.
