“A fundamental text for understanding today the overall state of the art of the association process” of the Titano to the European Union, edited by one of the protagonists of the ongoing negotiations. Thus the director of the Research Center for International Relations of the University of the Republic of San Marino, Michele Chiaruzzi, describes the new Paper published by the University structure, now available free online. “As far as I know – continues the academic – no contribution of comparable detail, clarity and usability has been produced. We therefore owe this text a unique opportunity for understanding and reflection”, thanks to a perspective that takes into account “constraints and opportunities”.
The Notebook is signed by Roberto Baratta, university professor and Titano's legal advisor in the "negotiation involving San Marino, Monaco, Andorra and the European Union, which began on 18 March 2015 and is now in its sixth year".
The study, which falls within the framework of a series of publications inaugurated by the Research Center in 2018 and called "Quaderni CRRI", was carried out thanks to the collaboration between the University of San Marino and the Emma Rossi Association, according to which "little non-experts know about the negotiation of the association agreement”, while “time is lengthening well beyond forecasts”. Hence some questions: “One wonders why. One wonders what the obstacles are. One wonders about how much is still missing from the finish line and if there is a possible finish line”. The text was created precisely to offer answers, calling into question "one of the most authoritative and most up-to-date voices on ongoing negotiations, existing critical issues and their possible evolution". You can download it digitally from the website www.unirsm.sm/crri, by visiting the Notebooks page which can be accessed from the "publications" area.
