With a cost of about 2.500 euros per capita for all social and health services, 74 euros for mental health and 800 euros for diseases related to aging of those over 65, the Titano represents a better endowed with resources” than the vast area of the Marche region, while it still has room for improvement compared to the Canadian province of Québec, indicated as a point of reference in this area.
This is supported, with data from 2015 in hand, by the San Marino researcher Pietro Renzi and his Italian colleague Alberto Franci, professors of the Three-year Degree Course in Management Engineering at the University of the Republic of San Marino. The evaluation is contained in a study entitled "The evaluation of performance in social and health services: an application", published by the journal "Impresa salute", a periodical of information and training aimed at managers in the sector.
The analysis, write the authors, provided parameters concerning the "acceptability, quality, efficiency and equity" of the health systems analysed, with the aim of providing useful elements for those in charge of "setting priorities in matters of public health". In the context of San Marino, according to the research, the Institute for Social Security (ISS) shows "a good performance of financial capacity expressed by public expenditure per capita for all health services". In the context of the data collected, it is also noted that the Titano invests less than the other companies analyzed in training, with a percentage of 0,216% of the budget. In the context of the "needs of the population", 100% of San Marino people rely on a family doctor and declare that they have a regular doctor.
“The identification of a correct model for the evaluation of healthcare systems - explains Renzi, commenting on the publication of the research - is a fundamental step for healthcare companies. From this point of view, the possibility of the ISS adopting a conceptual framework for assessing holistic performance would guarantee an optimization of the use of human, financial and material resources, as well as an improvement in the services provided. Furthermore, the possible concerted adoption of a common model with the neighboring healthcare realities or those of interest to the ISS would open up the possibility of comparing the different healthcare systems with each other, bringing a further benefit in the possibility of applying corrective measures on the most critical aspects of the various systems. From this point of view, the conceptual frameworks of holistic performance evaluation, which provide for a very broad set of detectable indicators, allow greater depth in the analysis and greater effectiveness in planning and corrective action”.
