From September 14 to September 21, 2026 it will be possible to enroll in the Specialization Course in Managerial Practices in Public Administration, by completing the procedure through the reserved area of the online student portal.
Instructions for using the online student portal
On the online student portal (esse3):
- Re-enter the online student portal using the username and password assigned by the system. From the menu select: Secretariat / Enrollment / Standard enrollment / Enrollment in a program with limited admission/ select the desired course and complete the guided procedure;
- At the end of the procedure proceed with the payment, using the link for online payment by credit card or the downloadable payment slip (Bollettino Freccia).
Complete enrollment
In order to complete the enrollment you need to finalize the registration on the online desk page (Esse3), entering all the requested data and uploading the following documents.
- Valid identity document front/back
- document containing the fiscal code – if not already present on the identity document (If a candidate from San Marino does not have a fiscal code, they can request one from the Italian Embassy in San Marino)
- any certification of disability and/or learning disorder (if not already attached during the pre-registration phase);
- profile picture in passport photo format (medium close-up).
Each document must correspond to a single file.
The individual files must be named SURNAME_NAME_(content of the document).
Documents must be uploaded in PDF format (.pdf extension) and the passport photo in JPG format (.jpg extension).
Nota Bene
The Course will not be activated unless a sufficient number of participants is reached to ensure self-financing. The return of the 1a university fee will be refunded only in the event of non-activation and exclusion due to lack of requirements. The methods and timing of refund will be communicated directly to the interested parties.
Self-certifications of academic qualifications have no legal value in the Republic of San Marino (art. 12, Law n.159/2011). In order to complete enrollment in any degree course, an official certification must be provided.

Enrollment fees
The total university fee for participants in the Course as students is €1.000,00 divided as follows:
- €600,00= to be paid upon enrollment and no later than September 21, 2026;
- €415,00= (including a €15,00 fee for obtaining the qualification) to be paid by January 29, 2027.
The registration fee for auditors (max 5) is €1.000,00=, to be paid in a single installment upon registration and no later than September 21, 2026. A €15,00 fee is due for the issue of the certificate of participation.
For those enrolled in the School for Legal and Economic Professions for the academic year 2025/2026, it is possible to enroll in the Course by paying a reduced fee of€850,00=total, divided as follows:
- €600,00= to be paid upon enrollment and no later than September 21, 2026;
- €265,00= (including a €15,00 fee for obtaining the qualification) to be paid by January 29, 2027.
The enrollment fee for individual modules is €150,00 per module, to be paid upon confirmation of participation and in any case at least ten days prior to the start date of the module.
It is possible to move from the Specialization Course to the 2nd level Master in Managerial Practices in the Public Administration (if you have a master's degree), by contacting segreteriastudenti@unirsm.sm from November 16, 2026 to January 29, 2027. Students transferring from the Course to the Master must regularize their administrative position, paying any difference due, by January 29, 2027.
